The Federal Election Commission on Wednesday leveled one of its largest fines ever against Charles Kushner, a developer and major Democratic Party donor, for contributing money to political candidates in the names of his partnerships when he did not have the authority to do so. Mr. Kushner agreed to pay the F.E.C. $508,900, a commission spokesman said. The commission's investigation found that Mr. Kushner, who controls 40 partnership entities, violated the F.E.C.'s ''partnership contribution regulations'' by failing to obtain the agreement of the partners to whom more than $500,000 in contributions were attributed.
