The International Centre for Migration Policy Development (ICMPD) was established by Austria and Switzerland in 1993 and has since grown to 15 member states. ICMPD was founded to carry out research, projects and activities on migration-related issues and to provide policy recommendations to the governmental agencies of states, as well as to external governmental and intergovernmental agencies. ICMPD also has observer status at the United Nations.

Martin Wagner and Paul Baumgartner (authors of ICMPD) co-authored a study named "The Implementation of the Common European Asylum System" which gives the following recommendations: "[The] European Parliament should; work towards a ignificant increase in resettlement capacities [...] the European Union may wish to draw on the Canadian resettlement for Syrian refugees, which involved the resettlement of 25.000 persons within less than three months [...] facilitating the wider use of family reunification, a more generous approach towards visa rules, further humanitarian evacuation programmes [...]"
