Rudolf Albert Scharping (born 2 December 1947) is a German politician (SPD) and sports official. From 1991 to 1994 he was the 6th Minister President of the State of Rhineland-Palatinate and Federal Minister of Defence from 1998 to 2002. From 1993 to 1995 he was also the national chairman of the SPD.

He was the chief propagandist of the NATO-aggression against Serbia in the 1998 - 1999 Kosovo War. Alleged ethnic cleansings against the muslim Albanian population were used as justification for the war. Slobodan Milošević, president of Yugoslavia from 1997 to 2000, labeled these claims a "fabrication of the German Defence Ministry". According to Heinz Loquai, a retired German brigadier general, who published a book on the war in April 2000, the Bulgarian analysis on which the German Defence ministry based its claims, concluded that the goal of the Serbian military was to destroy the Kosovo Liberation Army, and not to expel the entire Albanian population.
